Wordpress LScache Plugin: jQuery Not Defined?

For those who dont like videos here is the situation: With LS Cache plugin active and all JS Settings turned to Off my site says jQuery is not defined. When the plugin is turned off then there are no problems. I am sure this is an easy fix for someone who has seen this issue before. Just need to know how to fix it. Many thanks for looking!
