Wordpress LScache Plugin: Localize Resources stopped work

It seems that Short Pixel plugin put it there. But there is no rules at all, only comments. Hi, Yes, please delete that file , then it should work localized files relies on main .htaccess to pass the request to index.php , but when sub-dir .htaccess exists it will override main .htaccess and make it haywire.
