Wordpress LScache Plugin: LiteSpeed WP Plugin on IIS

Please add/replace the following codes into the beginning of C: inetpub wwwroot/.htaccess: But my server is IIS. It doesnt have a .htaccess file. What do I do about it? Thank you.
