The basic problem is caused on your theme and too much code for CSS and JS, but you can use cache plugin functions for UCSS, for combining static sources(CSS, JS) and for async loading to optimize it. But dont enable related functions all at the same time. Enable one by one and see how it works. FYI: If you check your page at Pagespeed you must never have Guest Mode enabled!
